The Housing Development Corporation of Rock Hill provides rental, utility, and mortgage assistance to eligible households facing eviction, shutoff, and/or foreclosure.

HDCRH receives funding for its homeless prevention program from various sources and the requirements for assistance change often. See the chart below for current requirements. To start the application process, fill out the Rent & Utility Assistance Pre-Application here.

We are currently out of funding for rent, mortgage, and utility assistance. While we are unable to directly assist you at the moment, we want to provide alternative options for finding the assistance that you need. HDCRH recommends reaching out to the United Way of South Carolina's 211 referral service. The United Way 211 service connects individuals and families with local agencies and organizations that provide various forms of assistance in York County, SC. You can reach them by simply dialing 2-1-1 on your phone or visiting their website at https://www.211.org.

DO I QUALIFY FOR
RENTAL ASSISTANCE?

LOCATION

Households must live within the Rock Hill School District 3 boundaries

Households must not have any other applications with other agencies in the area

APPLICATIONS

EVICTION

Households must have an active eviction filed with the Magistrate or a demand notice for rent within 20 days of the due date

RENT

Current household rent must not exceed Fair Market Rent + Utility Allowances

Households must be at or below 30% of the Area Median Income (AMI)

INCOME

UTILITY ASSISTANCE?

BALANCE

Households must currently owe a balance on their utility account

LOCATION

Households must live within the Rock Hill School District 3 boundaries

RENTAL APPLICATION

Households must be an eligible rental applicant with an active rental application

INCOME

Households must be at or below 30% of the Area Median Income (AMI)
