Housing Rehabilitation Assistance Program
The Housing Development Corporation of Rock Hill (HDC) offers an Owner-Occupied Rehabilitation (OOR) Program for homeowners living within the Rock Hill city limits. This program helps eligible owner-occupants make critical health, safety, and accessibility repairs so they can remain safely in their homes. All services are provided in accordance with Fair Housing and Equal Opportunity laws.

What Repairs Can Be Covered

Roof repair or replacement

If roof is leaking (May include fascia, soffit, and gutters)​

Window replacement

If broken or 40+ years old​

HVAC repair or replacement

If inoperable (to be considered for HVAC assistance, the homeowner must submit a written quote from a licensed HVAC company that includes description of problem and recommended solution)​

Water heater replacement

Inoperable, leaking, or 10+ years old​

Plumbing repairs

Water leaks and/or wastewater/sewer repair​

Accessibility projects

ADA-related modifications​

Who Can Apply
-
Homeowners that live within the City of Rock Hill municipal limits
(Your physical address must be inside city boundaries; ZIP code alone may not qualify.) -
Use the home as a primary residence

​Your household income is at or below 80% of the Area Median Income (AMI)

Once your application is received, an HDC clerk will review it. If you qualify, the clerk will contact you to request the required documentation.
Documents to submit (upon qualification)​

Government-issued photo ID for all household members 18 and older

Proof of ownership/primary residency (deed, tax bill, or mortgage statement)

Income certification for all household members 18 and older (pay stubs, benefits, child support, etc.)

Upon qualification, additional documents will be required (e.g., copies of Social Security cards, bank statements, and the most recent tax return).
