Disaster Assistance Program
The South Carolina Housing Trust Fund (HTF) is pleased to announce the creation of the Disaster Assistance Program (DAP). This block grant program was created to address housing recovery needs resulting from recent natural disasters affecting South Carolina.
How to Apply

Applications are reviewed on a rolling basis while funds last.

Eligible disasters: recent declared events impacting South Carolina communities

Eligible activities: home repair, rehabilitation, and accessibility needs

Area served: Properties within the City of Rock Hill municipal limits (physical address inside city boundaries: ZIP code alone may not qualify)

What is DAP?
DAP is a block grant funded by the South Carolina Housing Trust Fund (HTF) to support housing recovery for owner-occupied households impacted by natural disasters. HDC coordinates local intake, eligibility, scopes of work, and contractor management.

Who is DAP for?
To be an eligible household you must be a homeowner withing Rock Hill city limits, have sustained eligible disaster-related damage, meet at or below the income limits, and submit an application with all requested documentation.

How does DAP help?

Roof repair/replacement, including fascia, soffit, and gutters

Window replacement when a window is broken

Siding repair/replacement
How the process works

Eligible homeowners will complete the DAP Preliminary Application online

HDC reviews eligibility and schedules a home assessment

If home is eligible, homeowners will provide the required documents

HDC develops a scope of work that needs to be done

HDC will get quotes/bids from qualified contractors

Once homeowners review and sign off on the scope of work, construction will begin.
Documents to Submit

Government-issued photo ID for all household members 18 and older

Proof of ownership/primary residency (deed, tax bill, or mortgage statement)

Income cerification for all houshold members 18 and older (pay stubs, benefits, child support, etc.)

Insurance claim/inspection reports or disaster assistance letters (if applicable)

Upon qualification, additional documents will be required (e.g., copies of Social Security cards, bank statements, and the most recent tax return).
